To format an existing volume as NTFS from the Terminal (which is the only option in Mac OS X 10.4), you use the command diskutil eraseVolume, specifying the file system type “Tuxera NTFS”. The application will check if a newer version is available, and will install it with a single click. Tuxera NTFS for Mac 2015 and onward can be updated through System Preferences - Tuxera NTFS - Updates tab.
